A694 F60 is not listed in B31.3, but is high yield strength can it be used for valve body. How to justify the acceptability as often preferred by vendors. Are there any loop holes to be considered.

My 1985 ed. of A694 has no toughness (Charpy ) requirement; I would consider that a "loop hole" for present construction.

Loop hole? If you need to understand what goes into valve body design, material and selection, you need to go to the source  - ASME B16.34.
